Noise
Compatibility Program
The
City of Cleveland, as the owner and operator of the Cleveland
Hopkins International Airport (CLE), is embarking on an update of
its Noise Compatibility Program. As part of the update, the City of
Cleveland is conducting a Part 150, Noise Compatibility Study
Update. The Federal Aviation Administration (FAA) has prescribed a
set of standards and methods for airport operators to follow when
assessing noise exposure around airports and also when developing
means to mitigate or abate its effects. These procedures are
described under Title 14 of the U.S. Code of Federal Regulations,
Part 150, entitled “Airport Noise Compatibility Planning”. It is
usually abbreviated as 14 CFR Part 150, or just Part 150.
The study, which
began in January 2009, is expected to take 18-24 months to complete.
This timeframe includes the FAA review and approval process which
could take up to six months.
As part of the program to keep the public aware of the progress of
the Noise Compatibility Update, the airport is creating a series of
three newsletters. The first newsletter can be accessed by clicking
here. Each
newsletter will describe the study’s progress and announce important
workshops where details of the project will be presented and
discussed in a public forum. They have also created a dedicated web
site (www.clenoisestudy.com)
and phone number (216-265-6788) to keep the public up-to-date and
informed about the process. We will post further information, as we
get it, on the Airport Relations page.
Residential Acquisition
Program
Phase I of the Acquisition Program is rapidly coming to a close. By the end
of 2008, all the remaining buildings will be demolished. Cleveland Hopkins
International Airport Officials have agreed to allow the City of Brook Park
to use the land for recreational purposes until Cleveland determines that
they need the property for airport purposes. City of Brook Park and Airport
Officials agreed to move the remaining Phase I Zones (Zones 5 and 6) into
Phase II of the program to protect those residents under the umbrella of the
Settlement Agreement. The Airport also agreed to sound insulate those homes
in Zones 5 and 6 that meet the current FAA Sound Insulation Funding
Criteria. Phase I will officially end on April 26, 2009. Per the Settlement
Agreement, Cleveland will have seven years beginning on April 27, 2009 to
decide whether they want to purchase Phase II, which now includes the homes
on Parkland Ave. through Grayfriar Dr. along Sheldon Rd.
